MADISON – Governor Jim Doyle today signed into law the following 43
bills at the State Capitol in Madison:
***Senate Bill 172 limits city and village use of direct annexation
and authorizes limited town challenges to an
annexation.
Governor Doyle thanked Senators Holperin and Lasee and Representatives
Jorgensen and Clark for their work on
the bill.
Senate Bill 227 creates procedures for naming interim successors for
legislators, holding meetings of the legislature
and legislative committees, and designating a temporary seat of
government for the legislature in the event of an
emergency.
Governor Doyle thanked the members of the Joint Legislative Council
for their work on the bill.
Senate Bill 243 repeals the waiting period following licensure, with
limited exceptions, for hunting deer during the
open bow hunting season.
Governor Doyle thanked Senators Miller and Holperin and
Representatives Hraychuck and Molepske for their work
on the bill.
*Senate Bill 266 creates a Nonmotorized Recreation and Transportation
Trails Council.
Governor Doyle thanked the members of the Joint Legislative Council
for their work on the bill.
*Senate Bill 268 expands the definition of permitted locations for
facilities in which rendering, animal food processing
or grease processing is conducted.
Governor Doyle thanked Senator Leibham and Representatives Townsend
and Ziegelbauer for their work on the
bill.
*Senate Bill 279 makes several changes relating to bioenergy
feedstocks, biorefineries and biofuel production
facilities.
Governor Doyle thanked the members of the Joint Legislative Council
for their work on the bill.
Senate Bill 286 exempts health care billing agencies from the
definition of a “collection agency.”
Governor Doyle thanked Senator Darling and Representative J. Ott for
their work on the bill.
Senate Bill 338 increases the maximum amount of funeral and burial
expenses that may be contributed by county
governments under the funeral, burial and cemetery expenses program.
Governor Doyle thanked Senators Lehman and Wirch and Representatives
Turner and Soletski for their work on the
bill.
*Senate Bill 383 makes numerous changes regarding municipal court
administration, judges and procedures.
Governor Doyle thanked Senators Taylor and Risser and Representatives
Seidel and Parisi for their work on the bill.
Senate Bill 396 expands fishing and trolling provisions in boats with
electric motors.
Governor Doyle thanked Senators Decker and Holperin and
Representatives Danou and Hebl for their work on the
bill.
*Senate Bill 400 makes certain allowances for the use of all-terrain
vehicles to remove snow.
Governor Doyle thanked Senators Holperin and Kreitlow and
Representatives Jorgensen and Clark for their work on
the bill.
Senate Bill 401 requires the Department of Natural Resources to issue
one-day fishing licenses.
Governor Doyle thanked Senators Holperin and Darling and
Representatives Ballweg and Clark for their work on the
bill.
Senate Bill 403 revises the opt-out provisions related to the
Department of Regulation and Licensing release of
personal identifying information.
Governor Doyle thanked Senators Erpenbach and Risser and
Representatives Parisi and Townsend for their work
on the bill.
*Senate Bill 424 regulates the repair, remodeling and reinforcement of
certain sport shooting ranges.
Governor Doyle thanked Senators Kreitlow and Taylor and
Representatives Hubler and Suder for their work on the
bill.
Senate Bill 427 expands the types of governmental units that may
participate in a joint local government selfinsured
health insurance plan.
Governor Doyle thanked Senators Kreitlow and Coggs and Representatives
Dexter and Hilgenberg for their work on
the bill.
*Senate Bill 435 modifies the minimum period for retention of certain
election materials in state and local elections.
Governor Doyle thanked the members of the Committee on Labor,
Elections and Urban Affairs for their work on the
bill.
*Senate Bill 528 authorizes electronic voting by members of a
cooperative in certain cases.
Governor Doyle thanked Senators Taylor and Kreitlow and
Representatives Hraychuck and Steinbrink for their work
on the bill.
**Senate Bill 557 requires notices concerning construction near or on
lakes, streams or wetlands be given to
applicants for building permits or other construction approvals,
requires the Department of Natural Resources (DNR)
to furnish informational brochures about wetlands laws and requires
the DNR to provide evaluations and statements
about whether certain land contains wetlands.

Bies and Zigmunt for their work on the
bill.
*Senate Bill 601 makes various changes affecting comprehensive
planning.
Governor Doyle thanked Senators Kreitlow and Harsdorf and
Representatives Hubler and Brooks for their work on
the bill.
Senate Bill 614 authorizes the operation of motor vehicles on the
exposed beds of outlying waters in order to
control Phragmites australis.
Governor Doyle thanked Senators Hansen and Holperin and
Representatives Soletski and Nygren for their work on
the bill.
Senate Bill 615 and Assembly Bill 857 exempt interstate natural gas
companies from certain requirements
regarding real estate transactions and court actions, creation and
powers of municipal electric companies, and
exempts from certificate of public convenience and necessity for
certain electric transmission line projects.
Governor Doyle thanked Senator Plale and Representative Soletski for
their work on the bills.
*Senate Bill 623 requires the Department of Agriculture, Trade and
Consumer Protection to process certain
applications for farmland preservation agreements.
Governor Doyle thanked Senators Kreitlow and Vinehout and
Representatives Danou and Smith for their work on
the bill.
*Senate Bill 626 makes certain modifications to platting
requirements.
Governor Doyle thanked Senators Hansen and Kreitlow and
Representatives Molepske and Zigmunt for their work
on the bill.
*Senate Bill 661 authorizes the Department of Natural Resources to
issue general permits for certain wetland
restoration activities.
Governor Doyle thanked Senator Wirch and Representative Black for
their work on the bill.
Senate Bill 664 authorizes the spending of federal financial
assistance under the Clean Water Fund Program and
Safe Drinking Water Loan Program.
Governor Doyle thanked Senators Miller and Kreitlow and
Representatives Pocan and Dexter for their work on the
bill.
Assembly Bill 139 increases the penalties for littering.
Governor Doyle thanked Representatives Jorgensen and A. Ott and
Senators Carpenter and Lassa for their work on
the bill.
Assembly Bill 227 directs the Pharmacy Examining Board to create a
program to monitor the dispensing of
prescription drugs.
Governor Doyle thanked Representatives Sherman and Townsend and
Senators Jauch and Risser for their work on
the bill.
****Assembly Bill 260 makes certain changes to the extraterritorial
plat approval process.
Governor Doyle thanked Representatives Smith and Jorgensen and
Senators Kreitlow and Vinehout for their work
on the bill.
Assembly Bill 333 limits disclosure of information gathered by news
persons.
Governor Doyle thanked Representatives Parisi and Pasch and Senators
Kreitlow and Holperin for their work on the
bill.
Assembly Bill 335 creates a retail license exception for the
consumption of alcoholic beverages on private college
campuses for special events.
Governor Doyle thanked Representatives Lothian and Mursau and Senators
Kedzie and Taylor for their work on the
bill.
Assembly Bill 417 changes the requirements for initial licensure as a
veterinarian.
Governor Doyle thanked Representatives Vruwink and Molepske and
Senators Hopper and Olsen for their work on
the bill.
*Assembly Bill 580 makes certain changes to the requirements regarding
petitions and management plans,
transferring ownership, establishing stumpage values, filing cutting
reports, estimating withdrawal taxes, and
signatures and authentication requirements for orders under the
managed forest land and forest croplands
programs.
Governor Doyle thanked Representatives Clark and Friske and Senators

bill.
Assembly Bill 599 sets a night-time speed limit of 55 miles per hour
for snowmobiles.
Governor Doyle thanked Representatives Kaufert and Hubler and Senators
Erpenbach and Cowles for their work on
the bill.
Assembly Bill 600 makes various changes to the authority of the Public
Service Commission regarding fuel costs
of certain electric utilities.
Governor Doyle thanked Representatives Soletski and Montgomery and
Senators Plale and Kreitlow for their work
on the bill.
*Assembly Bill 638 makes clarifications to the law regarding the
format and fees for obtaining copies of public
records.
Governor Doyle thanked Representatives Dexter and Clark and Senators

bill.
Assembly Bill 658 modifies the criteria for the issuance or renewal of
a mortgage loan originator’s license.
Governor Doyle thanked Representatives Parisi and Fields and Senator
Miller for their work on the bill.
Assembly Bill 689 creates certain requirements regarding Public
Service Commission intervenor grants.
Governor Doyle thanked Representative Pocan and Senator Risser for
their work on the bill.
Assembly Bill 707 makes changes to the requirements for issuing
notices and certain procedures regarding selfservice
storage facilities.
Governor Doyle thanked Representatives Barca and Clark and Senators
Plale and Taylor for their work on the bill.
Assembly Bill 842 requires bittering agents in certain engine coolants
and antifreeze.
Governor Doyle thanked Representatives Sinicki and Benedict and
Senators Plale and Miller for their work on the
bill.
Assembly Bill 877 makes various changes to the laws regulating
physicians licensed, permitted or certified by the
Medical Examining Board.
Governor Doyle thanked Representative Richards and Senator Risser for

Assembly Bill 903 establishes certain safety standards for moveable
soccer goals.
Governor Doyle thanked Representatives Roys and Berceau and Senators

Assembly Bill 950 changes deadlines related to eligibility for grant
funding under a maintenance program that
applies to private sewage systems.
