October 28, 2009 Governor Doyle Signs Six Bills into Law

MADISON – Governor Jim Doyle today signed into law Assembly Bill 132,
and Senate Bills 123, 188,
309, 310 and 311 at the State Capitol in Madison.

Assembly Bill 132 requires that employers with more than 11 permanent
employees grant a leave of
absence without pay for not more than five consecutive days or 15 days
total to employees serving in an emergency service operation of the
Civil Air Patrol. The bill also prevents employment discrimination
based on participation in the Civil Air Patrol. Governor Doyle thanked
Representatives Huebsch and Murtha, and Senators Kapanke and Vinehout
for their work on the bill.

Senate Bill 123 furthers protects against invasive aquatic species by
establishing statewide
enforcement and increasing Department of Natural Resources authority
requiring seaplanes,
watercraft, vehicles or boats to remove attached aquatic plants.
Governor Doyle thanked Senators Jauch and Holperin, and
Representatives Milroy and Pocan for their work on the bill.

Senate Bill 188 allows the Department of Natural Resources to permit
golf cart use by persons 16 and over in certain areas of Governor
Tommy G. Thompson Centennial State Park and the Peshtigo River State
Forest. Governor Doyle thanked Senators Holperin and Hansen, and
Representatives Mursau and Montgomery for their work on the bill.

Governor Doyle also signed into law several state employee contracts.
The Governor thanked the Joint
Committee on Employment Relations for their work on the follwing
bills:

Senate Bill 309 ratifies the 2007-2009 collective bargaining contract
between the State and the
Association of State Prosecutors.

Senate Bill 310 ratifies the 2007-2009 collective bargaining contract
between the State and the
Professional Employees in Research, Statistics and Analysis.

Senate Bill 311 ratifies the 2007-2009 collective bargaining contract
between the State and the
Teaching Assistants’ Association.
